Minister of Housing: New Law on Foreign Real Estate Ownership to Support Market Balance, Implementation in 2026

His Excellency the Minister of Housing, Municipal and Rural Affairs, Mr. Majed bin Abdullah Al Hogail, extended his gratitude and appreciation to the wise leadership on the occasion of the Cabinet’s approval of the updated law for non-Saudis to own real estate.

He emphasized that this step represents a qualitative leap aimed at stimulating the real estate sector and attracting more direct foreign investment, which will contribute to increasing the real estate supply within the Kingdom.

Al Hogail pointed out that the new law balances attracting investors with considering the interests of citizens through mechanisms to regulate the market and achieve real estate balance. He stated that ownership will be available to non-Saudis in specific geographical areas, particularly in the cities of Riyadh and Jeddah, with special controls for ownership in Makkah and Madinah.

His Excellency clarified that the General Real Estate Authority will be responsible for defining the areas permitted for non-Saudi ownership. Additionally, the authority will prepare the executive regulations for the law within 180 days and present them through the Public Consultation Platform, with the law’s implementation scheduled to begin in January 2026.

The regulations will include details on the procedures for non-Saudis to own real estate property rights and the necessary conditions for applying the law’s provisions. This will be done in a way that achieves economic and social balance, while ensuring compatibility with related laws that grant real estate ownership privileges to non-Saudis.
